I've performed a clean install of Windows 7 Ultimate over my previous Windows 7 Home Premium installation a couple of weeks ago. Ever since, my Standard VGA Graphic Adapter has been having issues.

The troubleshooter recognizes the problem, prompts me to reinstall the driver software. After it has completed, I get the pop-up message 'Device driver software installed successfully'. The troubleshooter then checks to see if the problem is solved and it says that problems have been detected with the VGA Graphic Driver. It will detect additional problems and in the 'Troubleshoot completed' window, it shows:

Then I close the troubleshooter and I get a pop-up asking me to restart Windows. After I log back on, the problem still isn't fixed.
I've tried uninstalling the driver software from the Device Manager, and restart Windows, but Windows automatically starts installing the driver software when I log back on, before I can do it manually. When I open the Properties of the VGA Graphics Adapter I get 'Windows cannot load the device driver for this hardware because a previous instance of the device driver is still in memory. (Code 38)'.
